| Problem description: |
Improve optimizer cardinality estimate when we have an
"AND col IS NOT NULL" predicate on a column that is also
referenced by another local predicate e.g.:
COL <> literal AND COL IS NOT NULL
Note: If the predicate operator is "=", we will remove the
redundant IS NOT NULL predicate. |
