UTL_DIR MODULE ROUTINES FAIL WITH SQL0551N AFTER EXECUTING DB2UPDV97

Problem description:
If db2updv97 is executed, the UTL_DIR module routines may not 
work with -551 for PUBLIC users. 
 
In the following example, test is a PUBLIC user. 
 
test $ db2 "call 
utl_dir.create_directory('test_dir','/work/tmp/FP4')" 
SQL0551N  "TEST" does not have the required authorization or 
privilege to perform operation "INSERT" on object 
"SYSTOOLS.DIRECTORIES". SQLSTATE=42501
