DBMS_SQL.IS_OPEN INCORRECTLY RETURNS INTEGER INSTEAD OF BOOLEAN

Problem description:
The routine DBMS_SQL.IS_OPEN(cur, ret) is documented to return 
type BOOLEAN for parameter 'ret'. However, the routine 
incorrectly returns an INTEGER for ret.

specified file 
is open (TRUE) or closed (FALSE).
