DB2 INGEST FAILS ON WINDOWS VISTA AND WINDOWS 7

Problem description:
When the ingest utility is run from a CLP window without 
Administrator authority on Windows Vista or Windows 7 (and 
possibly other later releases), it returns with message SQL2061N 
"An attempt to access media "" is denied."
