DB2 - Problem description

Problem description:
When upgrading a database via the RESTORE DATABASE command and 
the registry variable DB2_RESTORE_GRANT_ADMIN_AUTHORITIES=YES is 
set, the command will fail with -1224. 
 
restore db sample 
SQL2519N  The database was restored but the restored database 
was not upgraded 
to the current release.  Error "-1224" with tokens "*N" is 
returned.
