FAILBACK PING INCORRECTLY USES TCPIP INSTEAD OF SSL

| Problem description: |
On failback, the current code downgrades the connection to tcpip
when attempting to ping the primary. The fix will get the
original connection configurations and attempt to ping using
those configurations and ensure encryption for SSL encrypted
configs. |
