DB2 MIGHT TRAP IN SQLRWTABLEMETRICSBUILDER::EXECUTE DURING EXECUTION OF THE MON_GET TABLE FUNCTION

| Problem description: |
It is possible when doing monitoring to hit a timing hole where
unlatched access is allowed to a shared structure.
The unlatched access may cause a trap in the
sqlrwTableMetricsBuilder::execute function which is executed
when a user queries the MON_GET_TABLE table function.
