REBIND FAILING WITH SQL0100W

| Problem description: |
Under certain conditions a package rebind can report an SQL0100W
rather than succeed.
In such a case, the db2diag.log might occur (at warning level)
messages like the following:
FUNCTION: DB2 UDB, access plan manager, sqlra_recreate_pkg,
probe:4334
MESSAGE : ZRC=0x80040001=-2147221503=SQLD_NOREC "NO MORE RECORDS
FOUND ON FETCH"
