GET_CODEPAGE IS CALLED FOR EVERY PARAMETER MARKER WHICH CAUSED BAD
PERFORMANCE IN DRDA WRAPPER

Problem description:
In Federation server, when the user querying a DRDA nickname
where there are many char, varchar, or graphic columns in return
list, or there are many parameter markers with type ofchar,
varchar, or graphic, the performance might be bad, due to
Wrapper_Utilities::get_codepage is called for each of these
columns. From db2trc, you may find
Wrapper_Utilities::get_codepage  is called very frequently.

Wrapper_Utilities::get_codepage

The fix of this APAR reduces the number of calls of
Wrapper_Utilities::get_codepage, from each call for a column, to
a singal call for all columns.
