DB2STOP MAY TIMEOUT ON A PARTITIONED DATABASE DUE TO A LATCHING PROTOCOL PROBLEM

| Problem description: |
On a partitioned database db2stop may timeout due to a latching
protocol problem.
If stacks are examined the system controller (db2sysc) will have
a stack that looks like this:
