TIMESERIES DATA USING ROLLING WINDOW CONTAINERS: QUERY NOT RETURNING CORRECT RESULTS UNDER CERTAIN CONDITIONS

| Problem description: |
Time series container is defined as rolling window with 1 month
being the interval. In the table for 7-31 there is no data
starting at midnight until 5:15 a.m. Then data exists on it's
regular 15 minute interval into 8-1. When running the following
query (where the time filter for the timeseries starts inside
the gap of missing data) no data is returned for 7-31 (even
though data exists) but the data for 8-1 is returned:
select * from vt_tab1 where rdng_dtmgmt >= "2019-07-31
01:00:00.00000" and rdng_dtmgmt = "2019-07-31
01:00:00.00000" and rdng_dtmgmt |
