INFORMIXHQ LOG FOR SERVER/AGENT DOES NOT RE-CREATE

Problem description:
If informixhq log for server or agent gets deleted at runtime,
it does not get re-create.

This issue is caused due to defect in logback used by HQ 1004 -
"Re-create log if it gets deleted at runtime on Unix/Linux" ,

As this defect impacts the performance issue and there is a
workaround for this the user can truncate the content so
returning the defect.
Local Fix:
User have the make logging start again by following below,
by stopping and starting Informix HQ agent/server
Touch logfile, give same ownership or provide same permission.
