DATA DICTIONARY MUTEX WAIT MAY NEVER RETURN LEADING TO HANG OF MULTIPLE SESSIONS

| Problem description: |
When dealing with the removal of entries from the data
dictionary it is possible to get into a state whereby one or
more threads wait forever on a mutex. An example output from the
onstat -g wmx command:
Mutexes with waiters:

The value 2147483647 for lkcnt is invalid which results in the
