The Load utility, in DPF environment; when a Load PartSA
(Partitioning Subagent) encounters an error creating a tcp
socket (for example due to network unavailability), it may
incorrectly leave this subagent's temporary load message file
locked. A subsequent Load into the same table will not be able
to replace this file and will fail.
Relevant db2diag.log entries include and error from
sqloPdbConnectSocket, followed by errors from sqloclose.
