Regression v95fp9 - Performance degradation when reading registry variables
under heavy workloads.

Problembeschreibung:
when a DB2 process tries to read the registry variables on a 
very busy system the performance degradation might occur. Its 
due to the retry mechanism added to handle the timing related 
issue in another code path, which increased the number of calls 
to certain DB2 functions. The increase in number of calls to 
those functions added up more execution time, resulted in 
performance degradation. So the performance impact could be 
present in any workload you run in v95fp9, which probably is 
negligible for most of the typical workloads and can be 
noticeable on a busy system. Calling db2set frequently under a 
heavy workload will increase the possibility of hitting this 
issue.

Local-Fix:
Reduce the calls to db2set, especially if its run too frequently 
to update the registry variables.
