In high workload circumstance, i.e. many concurrent transaction 
commit, there might be many EDUs waiting for latch 
SQLO_LT_SQLP_DBCB__headLsnSem in following stacks.

Local-Fix:
To reduce the chance of hitting this problem, following methods
