DB2 FOR LUW / DB2FORLUW / 970 - DB2

db2diag.log reports "NO FCM CHANNELS AVAILABLE" even though the 
dbm cfg parameter FCM_NUM_CHANNELS is set to AUTOMATIC and db2pd 
reports there are still free channels available
