DB2 FOR LUW / DB2FORLUW / 970 - DB2

When sending data to OPM, CLI and .NET clients do not honor the 
locale setting when parsing client info values from the call to 
WLM_SET_CLIENT_INFO stored procedure. 
 
There is no error message received by the application. The 
symptom is that all monitoring information shows under null 
client info values on the OPM EI dashboard.
