DATABASE MIGRATION FROM V9.7 TO V10.5 MAY TRAP WITH SQL1224N ERROR.

Problembeschreibung:
After installing the db2 v10.5 code successfully migrating the 
instance, database migration in purescale env. with the command 
db2 upgrade db <dbname> 
 
may fail with SQL1224N 
SQL1224N  The database manager is not able to accept new 
requests, has terminated all requests in progress, or has 
terminated the specified request because of an error or a forced 
interrupt.
