MEMORY LEAK IS POSSIBLE ON WINDOWS IF CALLING ENV_GET_DB2_SYSTEM_RESOURCES

Memory allocated in DB2 function ossGetProcessRawCPUUsage, 
it not freed and can lead to increase memory usage on Windows 
platforms. 
 
This memory leak may not be visible through db2pd -mempool or 
db2pd -dbptmem output. 
 
REPRODUCTION: 
 
loop: 
 db2 connect to <database> 
 SET COUNT=0 
 :MyLoop 
    IF "%COUNT%" == "1000" GOTO EndLoop 
    db2 "SELECT COUNT(*) FROM 
TABLE(ENV_GET_DB2_SYSTEM_RESOURCES(-2))" 
    SET /A COUNT+=1 
    GOTO MyLoop
