Problembeschreibung:
When a PL/SQL package is created with REOPT ALWAYS or 
REOPT ONCE, and the package includes an initialization section, 
invoking a routine in the package can fail with the following 
error: 
 
SQL0727N  An error occurred during implicit system action type 
"1". 
Information returned for the error includes SQLCODE "-440", 
SQLSTATE "42884" 
and message tokens "S1.P1.SYS_INIT".  SQLSTATE=56098
