DRIVER FLOWING NOT ATOMIC CONTINUE ON EXCEPTION TO ZOS

Problembeschreibung:
when statement concentrator is enabled and arrayinput with array 
size 1 and application has explicitly set 
SQL_ATTR_PARAMOPT_ATOMIC=0, driver flowing NOT ATOMIC CONTINUE 
ON EXCEPTION to DB2 zOS server which is not expected. CLI driver 
should take care of not flowing NOT ATOMIC CONTINUE ON EXCEPTION 
to DB2 zOS server in above case.
