CONNECTION MANAGER SHOULD PROVIDE FAILOVER MANAGEMENT WHEN A FAI LED
PRIMARY IS BEING RESTARTED

Problem description:
Using HDR (without connection manager) it is possible to control 
behavior after a failed primary is being restarted. 
This is   done by setting DRAUTO to 1 or 2. 
The same functionality should exist when a connection manager is 
being used (and therefore DRAUTO = 3). 
It should be possible to control if a previously failed primary 
will become primary again, or become secondary instead. 
Currently restarting the primary just fails with 'paired server 
is in incompatible mode' if DRAUTO is set to 1, and a connection 
manager is running, 
Restarting the failed primary will lead to the primary hanging 
in fast recovery, and the secondary hanging in shutdown 
mode - due to to existing connection manager connection. 
The switch back to the original configuration will only complete 
after connection manager is shut down. 
This behavior is independent of the foc setting used in the 
connection manager configuration.
