SETTING PDQPRIORITY IN SYSDBOPEN WILL NOT WORK WITH ODBC CONNECT IONS

Problem description:
With a session initiated by odbc where the user has a sysdbopen 
procedure and pdqpriority defined, the pdqpriority statement 
will not be set in the session.

Local Fix:
Solution
The variables set in sysdbopen() will not be overwritten now by 
env. variables.
