Problem description:
The DB2 Command Editor or the DB2 Control Center may return the 
following error message when attempting to retrieve LOB data:

SQL0423N - Locator variable "1" does not currently represent 
any value.  SQLSTATE=0F001
Problem Summary:
Users Affected:   Command Editor users trying to retrieve LOB 
data. 
Problem Description:  SQL0423N when trying to retrieve LOB data 
with the Command Editor.
Local Fix:
There is currently no workaround.  The APAR fix is scheduled 
to be released in DB2 v9.7 FP1.
