DB2CONSOLECP environment variable has no effect on DB2 message text or is
not working

Problem description:
DB2CONSOLECP environment variable does not have any effect on 
the code page in which CLP returns messages on Windows 
platforms. CLP is supposed  to take the DB2CONSOLECP variable 
into account 
in order to successfully retrieve messages in a code page that 
is different 
from the one in the operating system code page setting.
