ISSUE A WARNING MSG WHEN THE PRIORITY OF DFT SYS SERVICE CLASS I S LOWER

Problem description:
Customer may accidentally set the priority of other service 
class higher than the priority of default system service class. 
This problem shut down the system and took customer a while to 
figure out the root cause. They asked if it was possible to 
issue an error or warning if that case arose when using 
agent_priority for service classes.
