EXISTING TSM 4 ACS INSTALLATION UPGRADED DURING DB2 FIXPACK INSTALLATION |

| Problem description: |
An existing TSM 4 ACS installation is upgraded during DB2
FixPack installation although this should not happen if license
file 'tsmacs.lic' exists.
This APAR will ensure that DB2 checks for the right license file
and skips upgrading TSM 4 ACS if a license file is found. |
