Problem description:
The APAR provides more restrictive permissions on the file .SQLCRT.FLG, which permission will be switched to 660.

Local Fix:
Set pmerission manulaly to 660

Solution
The problme has been fixed on the DB2 v9.1fp9
Workaround
Set pmerission manually to 660.
