DB2 - Problem description

IN CONTROL CENTER WHEN TRYING TO VIEW THE ACCESS PLAN OF AN EXPLAINABLE
STATEMENT RECEIVE THE FOLLOWING ERROR: DBA3065E

Problem description:
In Control Center when you try to view the Access Plan of an 
Explainable Statement a DBA3065E error is returned. 
 
DBA3065E Snapshot cannot be processed due to a CLI error. 
 
From control center: 
1. Click on Application Objects/packages under the database you 
   want to connect to 
2. Locate a package which you know has been bound with the 
   explain yes and explain snapshot yes options 
3. Right click and select Show explainable statements 
4. Statement are listed and show a total cost value (which 
   confirms that they were bound with explain yes) 
5. Select one row with a right click and select 'Show Access 
   Plan' 
6. get the DBA3065E error.  Click close 
7. get another error with this text
