Problem description:
A Load executed in a DPF environment, when using the ASC 
filetype with the RECLEN option specified (ie fixed length), and 
a partitioning column that is of DECIMAL type, may trap in 
sqloDiagnoseFreeBlockFailure() with memory corruption symptoms,
