Problem description:
Comparison of timestamps, represented by OSSTick objects, is 
incorrect on some platforms. 
 
This can lead to growth in a <heap-name> that could eventually 
result in SQL0973N 
 
 
SQL0973N Not enough storage is available in the "<heap-name>" 
          heap to process the statement. 
 
 
NOTE: 
This problem was first introduced in 9.1 FP7 and 9.5 FP4.

For packagecache issues the packagecache can be periodically 
flushed.
