NSE START/STOP AUTHENTICATION IS RESTRICTED ONLY FOR THE INSTANCE

Problem description:
NSE start/stop authentication is restricted only for the 
instance owner, not for primary group under instance owner. The 
ability to start/stop NSE (or DB2TS) should be no more 
restrictive than the ability to start/stop DB2 itself.

Solution
V95fp6 has been fixed such that NSE start/stop can now be 
executed by instance owner or any user under the same primary 
 
group as that of the instance owner.
