DB2 - Problem description

Lifting some restrictions on creating MQTs on LBAC protected tables and
MQTs on views which depend on LBAC protected tables

Problem description:
DB2 V9.1 GA to V9.1 FP8 does not allow the creation of MQTs 
which 
depend on LBAC protected tables.  Starting with DB2 V9.1 FP9, 
this restriction has been lifted for the creation of MQTs that 
do not 
reference protected columns from a base table. 
Note DB2 will still block the following with SQL20208N reason 
code 4 : 
- MQTs that depend on row protected tables 
- MQTs that depend on column protected tables, if a protected 
column is used as a predicate anywhere in the hierarchy, or is 
part of the MQT definition.

Solution
Starting with DB2 V9.1 FP9, this restriction has been lifted 
 
for the creation of MQTs that do not reference protected columns 
from a base table. 
Note DB2 will still block the following with SQL20208N reason

- MQTs that depend on column protected tables, if a protected
