Problem description:
In a DPF environment, and/or if INTRA_PARALLEL dbm cfg 
parameter is turned on, queries may involve multiple db2 
agents to execute them.  Sometimes, rows need to be sent and 
received on table queues, the mechanism for flowing rows 
between agents via FCM functionality. 
The logic for sending and receiving involves a flow control 
mechanism for regulating the flow of rows between senders and 
receivers.  Part of this logic uses in internal timing delay 
which gets calculated dynamically. 
This fix will ensure the timing delay calculations are more 
accurate, which may improve performance with respect to table 
queues and table queue spilling. 
If snapshots are showing a lot of table queue spilling, this 
APAR might help reduce table queue spilling, depending on the 
situation.
