USING DOUBLE-BYTE QUESTION MARK IN TEXT-SEARCH RETURNS ZERO RECORDS

Problem description:
When the customer used double-byte question mark in text-search, 
zero record was returned. On the other hand, he searched with 
single-byte question mark, some records were returned. 
 
example of failing select: 
 
 
select col1,col2 from nsetest where contains(col2,'"dbdbdb? 
"')=1
