UNNECESSARY PACKED DESCRIPTOR UPDATES DURING ALTER TABLESPACE STATEMENT

Problem description:
Alter tablespace statements can lead to unnecessary packed 
descriptor updates for tables that reside in the affected 
tablespace. This can lead to unnecessary delays, or unexpected 
locking problems. 
The fix for this apar will ensure that the table packed 
descriptor is only updated if really needed 
e.g. when there is a change in transferrate, overhead, or 
prefetchsize.
