DB2 - Problem description

CAN'T START TDS [Tivoli Directory Server] SERVICE VIA WINDOWS
SERVICES

Problem description:
Problem: Customer starts db2 instance fine but getting error 
when trying to start TDS (Tivoli directory Server) thorugh 
Windows services. Error occurs when TDS attempts to connect to 
db2. 
 
The following errors appear in TDS log: 
 
.......GLPSRV200I Initializing primary database and its 
connections. 
 
...... GLPRDB001E Error code -1 from function:" 
SQLConnect " testinst . 
 
.......GLPRDB004E The directory server is unable to 
connect to the database. 
 
.......GLPSRV064E Failed to initialize be_config. 
 
 
In the db2diag.log, the following entries can be seen:

This works fine on Windows 2003 and is only failing on Windows 
2008( or Vista ) or above.
