DB2 - Problem description

Problem IC67680 Status: Closed

Adding defensive code to avoid trap if there is a mismatch on the length
of section with the package.

DB2 FOR LUW / DB2FORLUW / 950 - DB2
Problem description:
In some rare condition, the length of section may not be the 
same as inside the package, DB2 may crash when it access the 
data after retrieves the catalog information. By adding 
defensive code, there will be no system outage issue and 
customer can address the issue by rebind the package 
accordingly.
