TOO MANY BACKGROUND TASKS ARE BEING STARTED WHICH CAN CONSUME ALL AVAILABLE

Problem description:
DB2 starts background tasks (threads) to do database maintenance 
work such as asynchronous index cleanup. 
There is no effective limit on the number of background tasks 
that can be created. 
As an example, if a lot of table partitions are detached from a 
range partitioned table then too many background tasks are 
started 
which can consume all available machine resources. The instance 
may crash or become unresponsive due to 
resource exhaustion.
