DB2 - Problem description

REMOVE THE RESTRICTION FOR /DHWM ON TABLESPACE 0

Problem description:
Currently db2dart HWM actions (E.g. /DHWM, /LHWM, /RHWM) don't 
support tablespace 0. Basically /DHWM is to display the extent 
maps and HWM info for one tablespace. /LHWM is to suggest ways 
of lowering HWM (E.g. reorg tables, drop indexes, 
export/drop/recreate/load table). /RHWM is to reduce HWM when 
empty SMP extents hold HWM. 
 
This defect is for removing the restriction for /DHWM on 
tablespace 0.
