Problem description:
"CREATE INDEX XXXX ON YYY EXTEND USING ZZZ" fails with SQL0901N 
"Invalid language type (in dec): 15." 
 
For eg: 
 
CREATE INDEX POL.ENCRYPTEDINDEX ON POL.POL_PAYMENT(BILL_ACCTNUM) 
EXTEND USING ENCSTRINGINDEX 
SQL0901N The SQL statement failed because of a non-severe system
