DB2 - Problem description

SLOW DB2START IN MICROSOFT CLUSTER (MSCS) ENVIRONMENT

Problem description:
A db2start on Windows Cluster environment may be slow due to 
issue in DB2 licensing module. 
 
The delay can be seen between the following two messages in the 
db2diag.log file:
