ACTIVATE DB DURING OFFLINE BACKUP SHOULD FAIL

Problem description:
When a database is activated an offline backup fails. The 
opposite should also be true. That is, it should not be possible 
to activate a database while an offline backup is in progress 
since the backup requires an exclusive connection.

Solution
Problem fixed in v9.7 fixpack 3. The customer should receive a 
-1035 
sqlcode indicating database is in use.
