DB2 LIST DCS APPLICATIONS MAY CAUSE DB2 TO TRAP

Problem description:
There is concurrency issue around the internal structure and as 
a result thread in monitor code that might 
panic when that structure has "disappeared" from under it. 
Structure might disappear if another thread will delete it.
