Static SQL fails with -901 (reason: cached_sectptr is NULL) afte rpackage

Problem description:
A static SQL fails with -901 (reson: cached_sectptr is NULL), 
and subsequent statements fails with -901 (reson: Section not 
loaded) until the database is recycled.
