SECADM AUTHORITY FOR A USER MAY BE MISSED AT RUNTIME IF THAT USER ALSO HAS DBADM AUTHORITY THROUGH A ROLE |

| Problem description: |
If a user has SECADM authority and also DBADM authority via a
ROLE, under certain conditions, that users SECADM authority may
be missed at runtime. To confirm if the user has SECADM
authority or not, the user can check the authority by using
SYSPROC.AUTH_LIST_AUTHORITIES_FOR_AUTHID. |

| Local Fix: |
If there is one SECADM in the instance, recycle the instance and
have the SECADM user connect to the database first. If
there is more than one SECADM in the instance, the workaround
above may not work. |
