REDISTRIBUTE UPDATES TABLE PACKED DESCRIPTOR AND OVERWRITES UPDATES OF
RUNSTATS

Problem description:
On the statistics collection during REDISTRIBUTE, after RUNSTATS 
updates the catalogs with 
 a) external catalog statistics and 
 b) a table packed descriptor (PD) with statistics, 
REDISTRIBUTE modifies the table packed descriptor to change the 
partition map. 
 
This subsequent update wipes out the changes to the PD that 
RUNSTATS did, resulting in incorrect internal packed descriptor 
statistics. 
 
Although the external SYSCAT.TABLES cardinality statistics will 
be correct, the incorrect internal packed descriptor will affect 
the query compiler estimates.
