Problem description:
The purpose of the flag 
AUTHZ_RM_FLAG_INITIALIZE_UNDER_IMPERSONATION is 
to allow AuthzInitializeResourceManager to work while 
impersonation is 
in effect. Without it, if someone calls 
AuthzInitializeResourceManager 
while impersonating, they'll be met with the access denied 
error.
