INDEX CLEANUP ROLLOUT OPERATION

Problem description:
The Start Time field may be stale in LIST UTILITIES SHOW DETAILS 
output when monitoring the progress of a deferred index cleanup 
rollout operation.  The problem occurs when a rollout delete 
operation is executed and committed on a table that is currently 
undergoing asynchronous index cleanup from a previous rollout 
delete.
